Rules of Admission for
the Citizens of Foreign States
full-time, part-time and correspondence training at the State Educational Establishment of Higher Education
the State University of Management

1. Foreign citizens arriving to the Russian Federation with the purpose of getting higher education or improvement of their professional skill, can be admitted to the State University of Management (hereinafter referred to as University):
- Upon presentation of vouchers issued by the Ministry of Education and Sciences of Russia within the limits of estimated figures of admission, established to the University by the Ministry of Education and Sciences of Russia;
- Upon concluding contract for training on fee-paying basis between the University and foreign citizen, to the places within the limits total enrolment.
Foreign citizens admitted to the University, have the same rights and should perform the same duties as the students from the Russian Federation.
2. Language of tuition at the University is Russian.
3. Documents and application forms necessary for entering the University, have to be presented to the Foreign Students Department of the Centre for International Programmes of the University:
- for the full-time training: from June, 01 till July, 15; from August, 26 till August, 31;
- for the part-time training: from September, 02 till September, 10;
- for the correspondence training: from February, 16 till March, 13; from July, 26 till August, 07; from October, 01 till October, 23. 4. The following documents should be provided to enter the University:
- document on previous education, equivalent to the document on education issued in the Russian Federation, which is necessary for entering a certain level of education;
- medical certificate about the state of health (including the AIDS - certificate), confirming the possibility of training at the University;
- six document-size (3x4) photos;
- a voucher for training at the University, issued by the Ministry of Education and Sciences of Russia (if available);
- the course-leaving certificate of Preparatory Faculty for Foreign Citizens (if available).
All documents should be presented by foreign citizens in person in the originals with the translation, certified by lawyer into Russian. The text of translation should be certified by Russian notary or the Russian Federation consul of the country where the document was issued.
A passport should be presented while submitting the documents, and the application form for foreign citizens should be filled in, according to the established patterns.
5. Admission decisions concerning foreign citizens, who enter the University on the basis of contracts, is based on the results of entry examinations (tests) in Russian and mathematics; For those presenting vouchers from the Ministry of Education and Sciences of Russia – on the results of a test in Russian.
Test in Russian language is mandatory for citizens of the states where Russian is not an official language.
The results of the State Test confirmed by the certificate higher than the first level, issued by the Head Centre for Testing of Foreign Citizens in Russian, or the final grade received in comprehensive school may substitute entry test in Russian.
The tuition fee is transferred to the account of the University in roubles, according to the provisions of contract about getting higher education.
In case of dismissal from the University, the money paid by foreign citizens for their training are returned in roubles at the exchange rate of Central Bank of the Russian Federation, valid at the day of payment for training, minus the means spent for training until the moment of dismissal.
7. Foreign citizens who are admitted to the University may reside at a dormitory according to existing norms during the period of training, after concluding the contract for residing on general terms.
8. After receiving written application forms for training on a contractual basis from foreign citizen the University issues the letter of invitation (at the expense of the person invited) and sends to the student for them to obtain the entry visa to Russian Federation.
9. Within three days from the moment of arrival to the Russian Federation (or from the moment of reception of voucher for training at the University from the Ministry of Education and Sciences of Russia) every foreign citizen must appear in the Passports and Visa Department of the Centre for International Programmes of the University for registration.
For making a contract, interview and preparation of the order-document on admission of the student to the University, a temporary registration for the period of one month is issued to foreign citizen, which is transferred into permanent registration for the period of one year with its subsequent prolongation after signing the order-document.
10. All questions related to admission of foreign citizens at the University, including questions of moving from State Educational Establishments of Higher Education of the Russian Federation and the countries of CIS, are discussed only by the Admission Board of University. |
